Local law enforcement said Sunday that the white gunman who shot and killed three black people at a Dollar General store in Jacksonville, Florida, has been identified as a 21-year-old man who bought his guns legally and had no Had no criminal history.

Sheriff TK Waters told a news conference that the shooter, Ryan Christopher Palmeter, lived with his parents in a suburb of Jacksonville.

“There was no criminal record, nothing,” he said, adding that the only thing on file was a domestic violence call with his brother. “There were no red flags.”

Authorities have described the shooting as racially motivated and said the man had written “several manifestos” detailing his hatred of black people to the media, his parents and law enforcement.

Waters said the suspect was caught on video shooting the first victim, a 52-year-old black woman, in her car outside the US discount chain Dollar General. He then entered the store where he shot and killed two black men aged 29 and 19.

Palmeter was wearing a tactical vest and his face was covered, Waters said. Police said he had a handgun and an “AR-15 style” rifle bearing a swastika, referring to a light semi-automatic long gun often used in mass shootings.

On Saturday, he was seen trying to enter Edward Waters University, a local historically black college, before heading to a Dollar General store.

The university said in a statement that a man refused to identify himself and was turned away by a campus security officer. “It was later determined that the person was involved in the firing that took place near the EWU campus,” the organization said.
